Rank requirements for sports tourism for 2001-2004.

SPORTS TOURISM Rank requirements Rank and title in sports tourism are awarded in two types of tourism and sports competitions:
-sports trekking competitions;
-tourist all-around competitions.

1. Class requirements for sports trips.

To fulfill the standards for the title of International Master of Sports of Russia (MSMK), the title of Master of Sports of Russia (MS), categories Candidate Master of Sports (CMS), I, II, III and youth, it is necessary to complete sports trips in accordance with Table 1.

Conditions for fulfilling rank requirements

1. Titles and categories are awarded for trips made in accordance with the Rules for conducting competitions of tourist sports trips, travel and organization of sports tours. Traveler's Code and the Unified All-Russian Sports Classification of Tourist Routes, as well as other regulatory documents on sports tourism approved by the Tourist and Sports Union of Russia (TSSR).

2. For the assignment of all of the above categories and titles (except for the title of MSMK), it is allowed to replace leadership with participation in hikes of higher categories of complexity (in accordance with Table 2).

3. To qualify for the category of Master of Sports and the title of Master of Sports, it is necessary to participate in the sports tourism championships at the corresponding regional or Russian level. The results of the championships are counted if at least 6 teams in this type of tourism participated in the championship. The correspondence of the place taken in the championships with the classification or title is given in Table 3.

4.Documents for a sports category or title are considered only after the previous category or title has been assigned.

5. Hikes made along the same route count towards a category or rank if they were completed the first time as a participant, and the second time as a leader.

6.Hikes are counted towards the category or rank, regardless of what type of tourism they were carried out.

7. To fulfill the standard for the title of MSMK, men must have experience leading two hikes of category VI difficulty, and women - one. To qualify for the title of MSMK, a hike must participate in the Russian Championship with at least 6 teams, in the hike class of the VI category of difficulty. In this case, you need to score at least 30 points in the Russian championships (1st place - 30 points, 2nd place - 20 and 3rd place - 10 points). If in a given year less than 6 teams participated in the championship in the class of hikes of the VI category of difficulty, then credit points for the MSMC are not assigned, and these hikes can participate in the championship during the period of validity of these category requirements. For team members who took prizes in class 6 categories. the number of qualifying trips to MS is reduced by one.

8. When applying for the title of MS and MSMK, it is necessary to submit to the TSSR: a) copies of original certificates of hikes above the third category of difficulty that count towards the title; b) copies of championship protocols certified by route and qualification commissions (ICC) having the appropriate authority; c) reports on qualifying hikes completed as a leader or all reports on hikes of V and VI categories of difficulty, completed as a participant (for a participant it is allowed to indicate their location if they are in the TSSR); G). representation of the subordinate petitioner to the ICC.

2. Rank requirements for tourist all-around.

To obtain the title “Master of Sports of Russia” (MS), you must fulfill the requirements in accordance with Table 4.

2. Fulfillment of the requirements of the sports categories KMS, 1,2,3 and youth sports categories is carried out in accordance with Table 5. The title of MS in tourist all-around is awarded upon fulfilling the requirements for the class of distances and the rank of competitions at international, all-Russian, zonal (interregional) competitions, as well as at the Russian Junior Championships as determined by the Sports Tourism Federation of the TSSR. The distance class must correspond to class 5 and is determined in accordance with the “Rules of Tourist All-Around Competitions”. Note: It is allowed to meet the requirements of the standards at different competitions.

4. The standards for awarding the title of Master of Sports and the category of Candidate Master of Sports in tourist all-around are carried out at two different distances (technical and tactical-technical), one of which can be personal, and for I-III and I youth - III youth categories and v are performed at the same distance . 5. Titles and categories in tourist all-around competitions are awarded if at least 6 teams complete the distance in the competition (12 participants for individual competitions). If competition participants of the same age group are divided into subgroups based on sports qualifications or results, the MS category requirements are counted only to the highest group.

6. The rank of the competition is determined by the sum of the points of the first six places in these competitions. The rank is determined based on 4 people per team. If the team has a different number of participants, then to determine the team’s total points, the average score is determined and multiplied by 4. For personal competitions, the sum of the points of the first 12 participants is taken and multiplied by 2. The assessment of sports categories in points is given in Table 6. The rank of the competition is determined for each distances.

7. For people with disabilities, the title of MS and sports categories are performed at the same distance in accordance with the requirements for the distance class (Table 5), while the rank of the competition is not taken into account.

The reason for writing this article was the news about the cancellation of the highest categories in sports trekking. About this, the Federal Agency "Rossport" issued order No. 669 dated October 11, 2006, signed by V.A. himself. Fetisova.

Within the framework of this article, I don’t want to discuss the reasons for the abolition of discharges - this is a murky matter, and... I just want to try to understand the “price of the issue” for the tourists themselves. What have we lost so suddenly?

So, getting a sports rank is nice for anyone, but did high ranks in tourism provide any real benefit to their holder?

Without a doubt, in our capitalist present, you won’t get an increase in salary for the title of Master of Sports of Russia, and you won’t be able to shop for free in a store. For this reason, many consider discharges to be meaningless. But this is not always fair. There are at least two important cases where discharges did make a difference.

First- this is the implementation of serious projects - expeditions and travel. Having high ranks and titles to your credit, it is easier to promote the project: meet with potential sponsors, publish news and articles in the press, and, if necessary, find contact with the authorities. Evgeny Kovalevsky bombarded the Russian embassies in the UAE, Thailand and Sri Lanka with letters and phone calls for about two months so that they would help the Siberians obtain permission to go out into the Indian Ocean on a sailing catamaran and be able to officially moor at the ports of foreign countries. At the same time, each embassy naturally needed to confirm the seriousness of intentions. At the request of “Vasya Pupkin”, no official will even lift a finger, and the regalia of a master of sports and champion of Russia is already moving the matter forward. Thus, high titles and regalia helped in the implementation of unique projects that fit into the world history of extreme sports travel.

Second, but an equally important case when the ranks mattered was working with young people in sections and clubs of sports tourism. The need for the official organization of a club or section arises among people most often when there is a need for premises or financing for their activities. Most youth (student) clubs arose according to this scenario. To organize a club, for example, at a university, the leader of the future club needs to negotiate with the administration of the university. In this case, the title of CCM or Master of Sports was some guarantee that a person was truly capable of giving back to the university in terms of sports results. Thus, high ranks and regalia helped in organizing sports sections.

So who suffered after the discharges were cancelled?

Two cases are discussed above when high ranks and titles bring real benefits to people. It turns out that when the categories were cancelled, only coaches, instructors, section leaders and project organizers suffered? No!

Strange as it may seem, in the near future, if the discharges are not returned, a much larger audience of people will suffer than the one who needs these discharges. Let's try to figure it out.

Despite the fact that the discharges do not provide any material benefit, most hikers consider them as some kind of pleasant bonus. This bonus is an additional incentive to improve your sportsmanship and “stay in the sports tourism system” - that is, register a trip with the route qualification commission (ICC) and, upon completion, draw up a detailed report.

Thus, if the incentive to officially register a trip disappears, then:
1) The number of unregistered groups will increase, which will naturally lead to an increase in the number of accidents. The ICC that releases the group, of course, cannot fully control safety on the route, but at least it is an authoritative adviser that beginners need.
2) The number of new hike reports will decrease. This is probably the most negative consequence that will affect all travelers, regardless of whether they go officially or on their own. Everyone reads trip reports. A well-written report is the most valuable source of information about the route.

As a result, the entire system of sports tourism, as well as those who use its information component, will suffer in the near future from the abolition of categories. To some extent, all Russian travelers will feel this.

In various circles (in particular on the forum http://whitewater.ru/), the idea was expressed that the sports tourism system died under the USSR. The main factor in the meaninglessness of the system is considered to be that “the achievements of masters of different classes are overlapped simply by amateurs and fans of travel who do not need regalia... this is an imbalance in the understanding of the need and desire to register their travel and write a creative report...”

There is some truth in this statement, but:

Only those trips that end in writing a report that provides new useful information bring benefits to the tourist community. In the absence of an account, the journey benefits only those who undertake it.

Now the writing of reports is stimulated only by the sports tourism system in the form in which it has been preserved since the times of the USSR. And the main incentive is precisely high ranks and titles. Perhaps drastic changes are needed here, but this system, in the opinion of many, should exist and regulate travel safety issues, information support issues, as well as the assignment of high ranks and ranks to those who really need them, and who at the same time really deserve them .

To introduce changes to the Unified All-Russian Sports Classification, approved by order of the Ministry of Sports of the Russian Federation dated 09/06/2013 N 715 (registered by the Ministry of Justice of Russia on 10/17/2013, registration N 30211), taking into account the changes made by orders of the Ministry of Sports of the Russian Federation:

2. 3. In the table “Norms and conditions for their implementation for the assignment of sports titles and sports categories” (Appendix No. 40 to the order of the Ministry of Sports of the Russian Federation dated December 20, 2013 N 1099 “On amendments to the Unified All-Russian sports classification, approved by order of the Ministry of Sports of the Russian Federation dated 09/06/2013 N 715"), line 16 shall be amended in accordance with Appendix No. 18 to this order.

4. In Appendix No. 49 to the order of the Ministry of Sports of the Russian Federation dated December 20, 2013 N 1099 “On amendments to the Unified All-Russian sports classification approved by order of the Ministry of Sports of the Russian Federation dated September 6, 2013 N 715”:

in the table of paragraph 1 “Requirements and conditions for their fulfillment for conferring the sports title of master of sports of Russia of international class, in the sports disciplines “chess”, “checkers” - the sports title of grandmaster of Russia”, the line “World Championship” should be amended according to Appendix No. 19 to this order;

The following changes should be made to paragraph 4 “Norms and conditions for their implementation for the assignment of sports titles and sports categories”:

after the phrase “MS is awarded from the age of 15;” add the following phrase: “in sports disciplines containing the word “swimming” in their names, MS is awarded from the age of 14;”

in the table, lines 70, 121 - 126, 249 - 257 shall be amended in accordance with Appendix No. 20 to this order.

1. A MS is assigned to an athlete who has a CMS in the sport “sports tourism” or at the time

the athlete has fulfilled the requirements for assigning a master's standard; the requirements for assigning a master's master have been fulfilled according to

sport "sports tourism". In this case, the person who has scored the points indicated in the table and has completed:

1.1. Men - twice leading routes of at least 5 grades. or one route guide of at least 5

c.s. and two participations in routes of at least 5 grades, or one route management of at least 5 grades. and one

participation in a route 6 k.s., or four participations in routes of at least 5 k.s., or two participations in routes 5

c.s. and one participation in the 6 class route, or two participation in the 6 class routes.

qualifying rank of sports competitions of at least 40 rating points:

2.1. At international sports competitions included in the EKP, Russian Championship, Russian Cup:

The ratio of the place taken to the number of points awarded to the athlete is as follows: (place - points) 1 -

12; 2 - 10; 3 - 8; 4 - 7; 5 - 6; 6 - 5; 7 - 4; 8 - 3; 9 - 2; 10 - 1.

2.2. At other all-Russian sports competitions included in the EKP, the federal championship

district, zonal qualifying competitions, championships in Moscow and St. Petersburg ratio

place - points as follows: 1 - 5; 2 - 4; 3 - 3; 4 - 2; 5 - 1. In this case, points are awarded only for routes not

below 5 k.s.

2.3. When increasing the qualifying rank of sports competitions for every 4 rating points

over 40, the number of points awarded to the athlete increases by 1.

3. The qualifying rank of sports competitions is determined by the sum of rating points awarded to groups that took the first 6 places in sports competitions.

4. The rating score of the group is determined in accordance with the c.s. route covered by this group at competitions: for the route 6 k.s. - 12 rating points are awarded, 5 rating points for the route. - 8 rating points, 4 rating points for the route. - 5 rating points.

5. Requirements are met at sports competitions:

5.1. In which sports judges have the opportunity to visually evaluate the competitive actions of participants and monitor their safety when passing obstacles that have a category of difficulty.

5.2. The routes of the groups (coordinates of the group's location on the route) are recorded by electronic positioning and control means.

The MS requirement is fulfilled at two distances, one of which at sports competitions that have the status

not lower than all-Russian sports competitions included in the EKP.

MS is awarded subject to sports competitions at a distance of at least class 5, CMS - at

distance not lower than class 4, accepted by a representative of the all-Russian sports federation accredited by

sport "sports tourism".

MS, KMS is assigned if the result of the participant (team, group) as a percentage of the winner’s time is no more than 125%.

MS is awarded when the qualifying rank of sports competitions is more than 700 points, CMS - more than 300

name, the word “group” is determined among the groups that took the first 6 places, based on the sum of points based on 4

participants in the group.

1. CCM is awarded at sporting competitions with a status no lower

status of the federal district championship, zonal qualifying competitions,

championships of Moscow and St. Petersburg, included in the ECP, for participation in

route not lower than 4 k.s.

2. I sports category is assigned at sports competitions that have the status

not lower than the championship status of a constituent entity of the Russian Federation, for participation in the route

not lower than 3 k.s.

3. II and III sports categories are assigned at sports competitions that have
