And no matter how great the temptation may be to reduce everything and everyone to complaints about insufficient funding, it is necessary to fight against the deterioration of the nation's gene pool today. We need to win the Olympic Games and World Championships today, and we need to transform physical culture and sports from a subsidized sphere into an industry that provides not only self-financing, but also profit to local, regional and federal budgets. This requires an innovative reorientation, as they used to say in the old days, "from top to bottom and from bottom to top."

1. Chronology of understanding the need for innovation in physical culture and sports.

Despite the fact that the term "innovation", according to experts, was first used in scientific texts of the 19th century, innovations in physical culture and sports as a reflection of objective needs in the field of social management and personal self-government were recorded (albeit in a different terminological form) back in classical antiquity ... The attitude to the new was the principal point of thought not only of Lao Tzu and Confucius, the sophists and Socrates, but also of the opposing ideologists of all subsequent eras.

However, the objective need for something new in society as a whole and a similar orientation of the subjects of a particular field of activity are not formed synchronously. And if in the second half of the 20th century experts in the field of scientific and industrial management take the baton of developing innovations from the hands of theorists of socio-political transformations, then the subjects of sports and physical culture management are in no hurry to follow their example. This is not even found among Americans who are sensitive to everything new, judging by the review by A.V. Serebryakov and N.I. Ponomarev. What can we say about domestic science, where, even in the general formulation of the question, the sociology of sports and physical culture is one or two orders of magnitude inferior in the pace of formation and development of sports science of the leading countries?

In fairness, it should be noted that the Soviet theory and practice of physical culture (at least in the sections related to elite sports) had a chance to become a leader in innovative research in the country, ahead of the entire administrative, ideological, scientific, organizational complex. We are talking about the period of preparation for the Moscow Olympics, when on the basis of the Kiev Institute of Physical Culture an attempt was made to make a methodological breakthrough in the training of coaches and research personnel of the highest qualifications. But the Olympic Games passed, and despite the fact that the Kiev Institute until the end of the eighties joined the ranks of methodologists of the system-activity orientation, the main lines of development of the methodology of innovation went further and further from the problem fields of physical development.

Accepting the challenge posed by the creators of the innovation boom of the 70s - 80s, a team of authors grouped around the leading specialists of the All-Russian Research Institute of Scientific and Research Institute of Science and Technology of the USSR Academy of Sciences (Prof. N. I. Lapin and others) begins to develop an innovative problem, but the interests of this scientific community did not overlap. with the sphere that worries us. The situation has changed little in the post-Soviet period, whatever may explain this: the peculiarities of the Russian mentality, the difficulties of the transition period, or the relative youth of sport as a potential customer of research, which testifies to the socio-cultural maturity of the subject (collective or individual).

Do we remember the etymology of the basic concept, do we stop our attention on the most important social-adaptive function of testing a person (his body, psyche, personal qualities) in extreme, borderline situations, do we state the inextricable connection of the considered sphere with the economy, politics, education, etc. ... - everywhere we discover the possibility not only of an abstract-theoretical analysis of the dialectics of the old and the new, functioning and development, traditionalism and modernism, conservatism and revolutionism (at least in the context of scientific and technological progress), but also the practical implementation of innovative and management technologies.

True, there is at least one point in the innovative interpretation of the processes of combat sports and physical development that requires methodological determination. It is associated with the distinction between growth and development, which is customary for general scientific and philosophical analysis. The new, as it is interpreted today by most researchers, is associated with the transition of a changing (becoming, progressing, etc.) system to a different qualitative state. Does the specified change bring about the achievement of a higher sports result? In any case, the definitions of physical development, available in the basic textbooks for students of physical culture institutes and other special editions, give many reasons for critically oriented reflections. But this does not remove the problem, but only sharpens it.

    1. Innovation and its problems in physical culture and sports in the modern period.

In the current conditions, it is possible and necessary to use the entire arsenal accumulated by domestic and foreign innovations over the past decades. To implement the concept of this article, for the sake of compactness and integrity, we will use as a basis only one source that adequately reflects the development trends of this scientific approach. In our opinion, the full development and implementation of innovations in physical culture and sports involves the implementation of the following programs:

1. Theoretical and methodological analysis of the innovative components of this sphere of creative activity.

Another example can be given here for clarification. A.I. Prigogine, defining the subject of innovation as a form of managerial development, a purposeful process of transition of a controlled system to a qualitatively different state, in which the implementation environment is enriched with new, relatively stable elements [ibid.], While emphasizing that personnel changes (for example, as part of a national team or the appointment of her new coach. - A.G.), as well as the repair of equipment of the same type, in the proper sense of the word, is not an innovation. But then a significant part of the creative activity of management subjects in the field of physical culture and sports (first of all, coaches) is deliberately deprived of the possibility of innovative interpretation. This means that it is necessary, starting from the basics - the definition of what is innovation, innovation, innovation process in this area - to adapt the established thesaurus (or create a new one) based on specially developed conceptual schemes.

2. Implementation of certification of the most significant innovative projects of the regional and federal level, both implemented in the recent past and accepted for implementation. A typical technique for such certification of innovative processes has been developed and repeatedly tested by enthusiasts of the first wave of domestic innovative movement. Creation of a sectoral (regional, corporate, club, etc.) bank of innovative ideas and unrealized projects in order to form a basis for the development of an innovative strategy for the development of physical culture and sports in specific loci, to provide assistance to the subjects of innovative initiatives.

Conducting specific sociological, socio-psychological, pedagogical, etc. research in order to diagnose the innovative potential of various professional and activity groups represented in the industry. So, according to the observations of the author of the article, which coincides with the statements of other researchers (for example, Z.T. Usmanova, KamSIFK, 2000), the innovative orientation of students and graduates of universities falls catastrophically as the length of service in their specialty increases, especially among specialists who successfully implement your career and administrative potential.

5. Development of special courses of lectures, practical classes for students of specialized educational institutions and a system of advanced training on the following topics: "Innovation and sport", "Innovation and physical culture", "Innovation and sports pedagogy", "Innovation and sports management", etc. ., as well as training programs aimed at updating and developing creative thinking, mastering heuristic technologies, the formation of innovative and creative motivation. Unfortunately, the experience of the author's scientific and pedagogical activity shows alarming dynamics in the change in the indicated motivation among students of a physical education institution. And this promises an aggravation of innovation and management problems in the near future.

3. The main directions of innovations in the field of physical culture and sports.

V.K.Balsevich believes that the basis for increasing the effectiveness of compulsory physical education of children, adolescents and youth is the use of technologies of health-improving, conditioning and sports training with the maximum possible freedom of choice by those involved in the type of physical activity, its form, indicators of physical activity and a personally acceptable level of planned results with mandatory implementation individually defined educational standards.

The scientific and technological essence of organizational and methodological innovations in physical education consists in the priority orientation of the content of the pedagogical process in a general education school on the assimilation by students of moral, intellectual, behavioral, motor, mobilization, communicative, health-forming and health-saving values ​​of physical and sports culture according to the mechanism of conversion of acceptable elements elite national and world culture of sports training in mass physical education.

The problems of Olympic education deserve attention: place in the system of physical education, meaning, essence, content, forms of organization and methods of implementation. A front-line breakthrough in the development of research and socio-technological programs of innovative orientation is possible if one does not hope for sporadic outbreaks of local enthusiasm. As the experience of domestic and foreign innovation shows, it is possible only when there is a customer with a sufficiently solid innovative potential.
